basis, showing how each Officer may obtain the leave granted

to him by Colonial Regulations, viz.:- 9 months full pay and

10 months half-pay leave in each cycle of six years. Pro-

-vision for sick leave or for vacancies temporarily unfilled

is not made, and must be provided for by doubling the duties

of the Officers affected.

I have very carefully considered

these Tables and the accompanying Memorandum which has been

revised to give effect to various amendments which I had

suggested, and I have now the honour to submit it for your

consideration.

Cadets

The first point of importance is the

proposal to divide into two classes legal and non-legal.

Independently of this scheme I have had it in consideration

to recommend to you some proper provision for the supply of

Officers trained to occupy legal posts a matter which in

the past has been entirely neglected with very unsatisfactory

results, and which your decision to appoint a Crown Solicitor

and Assistant Crown Solicitor has now made it more imperative

than ever to deal with. Cadet Officers have in theory a

preferential claim to legal equally with other appointments,

but the following posts are held by Non-Cadet Officers, viz.:-

Chief Justice (Sir F. T. Piggott), Attorney-Ceneral (Mr. V.
